Shelley Anderson is Chief Development & Impact Officer for Europe, the Middle East, Africa, and Asia (EMEAA) at the Alliance for Innovative Regulation (AIR), where she leads the design, funding, and scaling of programs that strengthen consumer protection and advance inclusive financial systems across emerging markets.
Shelley brings deep expertise at the intersection of regulation, technology, and consumer outcomes. Prior to joining AIR, she spent 16 years at the U.K.’s Financial Conduct Authority (FCA), where she was a leader in regulatory innovation and helped shape the FCA’s global engagement with the RegTech ecosystem. This experience underpins her practical, regulator-informed approach to financial inclusion and consumer protection.
At AIR, Shelley has led high-impact initiatives advancing women’s digital financial inclusion in India, combating digital payment fraud in West Africa, strengthening consumer financial market data, and supporting stablecoin readiness and consumer protection frameworks across Africa. With a strong track record of delivering complex, multi-country programs, she plays a central role in shaping AIR’s strategic growth and ensuring donor investments drive durable, system-level impact.
