Innovation Programs Lead, EMEAA

Abu Dhabi, United Arab Emirates

Rebecca leads innovation programs across Europe, the Middle East, Africa and Asia (EMEAA) at the Alliance for Innovative Regulation (AIR). She designs and delivers initiatives that help regulators strengthen their innovation and supervisory capabilities, while bringing them together with financial institutions and innovators to test new approaches and scale responsible innovation.

Rebecca has spent her career on both sides of the regulator-industry relationship, giving her a practical understanding of how policy, innovation and implementation connect. At the U.K. Financial Conduct Authority (FCA), she led market analysis and remedy design to improve competition and consumer outcomes, managed Regulatory Sandbox testing of complex business models, including blockchain, and helped launch the FCA’s Digital Sandbox. She also served as the FCA lead on a joint transformation of regulatory data collection with the Bank of England, building a cross-organizational team that included industry secondees to improve data quality and timeliness while reducing the cost and complexity of reporting.

She later brought that experience into industry at Lloyds Banking Group, where she led the bank’s innovation experimentation capability, shaping how the group tested emerging technologies, including generative AI. Her broader remit included fintech partnerships, ecosystem engagement and efforts to strengthen innovation culture across the group.

Rebecca holds a Master of Public Administration from the London School of Economics and Political Science and an MSc in Data Science from the University of Buckingham. She is fluent in English and Chinese and has lived and worked across East Asia, Europe and the Middle East.
